The Horned Man is a quest NPC. He gives the player a quest to get the Aura Color and the title "Final Hero" (#168). The quest doesn't have a level requirement, however, the player cannot access the Beautiful Pirate's Domain if they are below Lv. 1950 unless they glitch into it from Hydra Island.
