Ice Castle · Phoeyu can be found in two places: * At the library in the Ice Castle (Second Sea). * In a room near the Portals in the Castle on the Sea (Third Sea). In order to unlock the library, the player needs to obtain a Library Key from the Awakened Ice Admiral. Once the player gets the key, they can walk through the door that leads to the library behind the locked door and the door will disappear, revealing Phoeyu.
